Versions of this question has probably already been asked, but I can't find them

Freeze-Dry is a move that is super-effective on water types. Ice is also super-effective on grass and flying. take a Pokemon like Ludicolo, who is Water/Grass. another Pokemon like Swanna, who is Water/Flying. Would freeze-dry be 4x effective?

The title made it unclear, but this question doesn't ask for a list of Pokemon. It just asks if it's possible for Freeze-Dry to be 4x effective to begin with.

Indeed. Ice type moves are usually not very effective against water type pokémon. Freeze Dry is the only exception. It's exactly the same as every other ice type move except that it's super effective against water type pokémon. Hence it's 4x effective against Ludicolo, Swanna, etc.

The type effectiveness of Freeze-Dry against any other types the target has is determined normally.

Yes, Freeze-Dry will do 4x damage on a Pokemon that is weak against both Ice and Water. There is a list of all of the Pokemon that are 4x weak against Freeze-Dry here.
