Can you battle Gary in Black or white?

I've been hearing rumors and I really doubt that he is in the game,but does anyone know for sure?

You CANNOT battle Gary.
Straight forword , but you can battle cynthia.

She's in Undella. The first house on the left if I remember correctly, but you're gonna need a powerful team to beat her because her pokemon are LV. 70+.
