Does Uproar prevent Pokemon from using Rest?

Question

Supposedly it prevents moves like Hypnosis and Spore, and wakes up any Pokemon who are already sleeping.

But I was wondering if it prevents Rest from working at all, or allows it to work but awakens the Pokemon immediately?

Just answered this in chat. The answer is yes. It stops all attempts at Sleep. As such, Rest does not heal you either.
