When you EV train and level up after, if you reset your EVs does it reset your stats?

Yes, your stats will drop according to level, IVs, and nature as well.

Let's take my favorite starter for example.

If he were to have max EVs in Speed with beneficiary nature at level 100, it would be 357. However, if I were to reset its stats it would be 294.

Just a minor correction, 207 points also assumes 0 IVs and a detrimental nature, not just 0 EVs. At level 100, max EVs are worth 63 stat points, so resetting them would bring the stat down to 294, not 207. Clearing EVs won't affect points gained through IVs or natures.
