Serene Grace and Secondary Effects?

So Serene Grace boosts Air Slash's 30% flinch rate to 60%. Does this mean that a move like Superpower or Close Combat lower your stats twice?

Nope! Serene Grace doubles the chance of added effects happening, not the actual effect itself.
Stat drops from Close Combat or Superpower always happen, but the drops will only be by one stage.
