What is the chance that a pokemon that is paralyzed won't be able to attack?

I'm sure when a pokemon is paralyzed it has a 25% chance of not attacking

Yeah, BlackHaxorus is correct Swampert, the Pokemon inflicted with Paralyze will lose 25% of it's speed and will have a 25% chance of being unable to act.

There is a 25% chance that a pokemon will not be able to attack. I have usually experienced that it kicks in on the 3rd or so turn of being paralyzed.
