Will assault vest prevent anything like a paralysis from a wild charge?

it says that it prevents statues moves, does that only count for moves such as toxic or will it count for offensive moves with possible additional effects?

No, it does not prevent Status Ailments. Rather, it does not allow you to use non attacking moves aka Status Moves. For example moves like Thunder Wave or Stealth Rock cannot be used when your Pokemon holds an Assault Vest.

Yes you can, but you cannot use recover only moves like Roost or Softboiled, they have to attack.
