Does using alot of rare candies mess up IVs?

When I hatched a timburr egg, it had 31 ivs in sp.def. now this psypokes iv generator is telling me it has 11-13. I guess that was because I got 999 rare candies form my bro via powersave. should I jsut start over and never use rare candies ever again?

No.

Rare Candies do absolutely nothing other than raise your level. If the IV judge tells you that it has 31 IVs in Special Defense, then it does indeed have that many IVs. It's possible you may have entered the details into the IV calculator wrong.
