Cameron wasn't there?

Question

I wanted to get my picture taken by Cameron the Photographer in Slowpoke Well, but when I arrived he wasn't there! I've already had my picture taken on Route 12 and in the Pewter Museum of Science today, so I know it's the right day. Is there a limit to how often Cameron will take you picture?

This is what it should look like, but he's not there.
