Staraptor is a great Pokemon and is eligible to all these moves. Here's how you get them.
Fly
Fly is a simple move to get, especially when they're already a flying type. All you have to do is go to your "HM's" section in your bag, and allow it to learn Fly in replace of one of your move slots.
Close Combat
Close Combat can simply be learned when reaching lvl. 34. If your Staraptor is higher, simply relearn the moves from the "move reminder".
Aerial Ace
Aerial Ace is another levelling up move, that can be learned even earlier at lvl. 28. Move reminder rules apply for being higher than level 28.
Brave Bird
Brave Bird is actually another one of his many moves that learned levelling up. It can be learned at lvl. 49. Move reminder rules apply for being higher than level 49.
