In Emerald, can you get the national Pokedex before seeing every Hoenn Pokemon?

As long as you beat the E4 you can get the Nat-Dex

In Pokémon Emerald, after the player enters the Hall of Fame for the first time, when they exit their house in Littleroot Town after resuming their game, Professor Birch and Brendan/May will be waiting for the player. Birch will escort the two of them to his lab, where he will upgrade both of their Pokédexes to the National Mode.

Okay, I got the National Pokédex after beating Elite 4, but suddenly it's gone. Now when I think of it, it might be a bug caused when I catched Ho-oh after I teleported to it. Is there anyway to make it appear again?
