Does Link Trade still work for Gen IV games?

I know that Nintendo shut down all WiFi features for all Pokémon games below XY. But, what I am wondering is, are local wireless features like Link Trade still working? If I remember correctly, trading using two DSs in close proximity of each other works via the built-in wireless for the DS. Will I be able to trade my Graveler from HeartGold to Platinum, evolve it, and trade it back?

Yes, it does still work.
You cannot trade using the GTS anymore, but you can still use local wireless to trade Pokémon. So you could trade your Graveler from HeartGold to Platinum , then trade it back.
