I think they stopped this in X/Y or Black/White.
Is this just how GF wanted it?
Just look at some older Pokedex entries.

Yes, it's just like how names were spelled in all caps up until Black and White.
(e.g. YOUNGSTER JOEY, GARDENIA, RAICHU, ROUTE 5, etc.)

It's unknown why GF did this exactly. My guess is so that the names would stand out. Also, the "é" is lowercase most likely due to there not being enough room in capital E's box. Now, the letters don't take up all of the space in their respective boxes, so you can have "É".

However, that doesn't matter now that it's spelled "Pokémon".
