Is the screen supposed to flash in the D/P Earthquake animation?

I was bringing back some old memories earlier and battled my rival in Diamond. His Torterra used Earthquake and the screen shook, like normal, but I noticed the screen also flashed. Is this normal?

There are meant to be white flashes as well as "rumbling"
