Would a surfing raichu actually be a good idea?

This would be for VGC. Surf is a great move and paired with a Pokemon like water absorb vaporeon things would be cool. Here's the possible raichu set.

252 SpA / 252 Spe / 4 Def
Timid Nature
Thunderbolt
Focus Blast
Surf
Protect

Also, since raichu had a ground weakness, he can cover it. I know about grass knot, but that is for heavy ground types only. Also, since surf hits all players, it can deal some damage to the unintended target, which can be good! Tell me what you think and see if it could work.

I'd say use thunderbolt instead of thunder punch since Raichu is more of a special attacker instead of an attacker
