No. There are ways to contact the Pokemon Company International for customer support, but you cannot engage Game Freak directly with suggestions, etc. This is deliberate.

TPCI has a support article (archive) on this very topic, in which they fob you off to their Terms of Use page. Game Freak's old contact page also says specifically not to contact them with ideas, materials, etc. We should all take the hint.

Don't listen to what they say guys, this is clearly liberal propaganda. Game Freak does and has to listen to any ideas the fans send in, as they have their lead programmers held at gunpoint. They will definitely add in your new "my pokemon is irradiated and slowly dying" mechanic as it's incredibly original. I'm sorry Fizz, or should I say "Libzz" We can't let people like you ruin Pokemon.

I dont know where to ask but I heard that the 27th march 2023 they close everything on the nintendo 3ds but if you have bank on ds and home on switch or mobile device you will still be able to use pokemon bank on the 3ds but it will cost nothing for players. I want to know what is true and what is false. I want to know how much time I have to do what I have to do.
