Is it possible to evolve a level 100 Pokemon?

Question

Just wondering since in gts people are asking for things like this for example Jirachi for a level 91 or higher Turtwig. Why would anyone want this if you cant evolve it. especially since you're trading a Jirachi for it.

Pokémon CANNOT evolve if they are level 100, unless they evolve via Trade, or Stone. People may want Pokemon like that just because they want Pokemon that have had effort put into training them, or they're just crazy. :P

Source- Experience, I tried to evolve my level 100 mudkip once. it didn't work.
