Yes they can, but let me clear up a few things. As far as I can tell, you can't just put one of your gen 5 Pokemon in the Dream World and have it magically get the Dream World ability.

Those abilities come from Pokemon you actually capture in DW, e.g. by transferring from Gen 4, or special ones that Nintendo release.

Post-Game you can get Darmanitans with the Dream World ability! Go to Relic Castle, and the Prof. will give you a Rage Candy Bar to wake up the statues!
