Is having a Pokemon that was Oringinaly N's Rare?!

Of all things good, you have found of of N's original Pokemon. Pokemon from N are EXTREMELY rare, and you've got one. :)
So yes, it is rare.

Not really.
There are several of N's Pokemon in BW2, and they are always the same specie. As there is one of N's Ferroseed in each copy of BW2 its really not rare at all. The IVs are always set to 30, but bar that its not any better than a normal Pokemon.
