When does the weather change on Route 119 in ORAS?

I want to chain fish for shiny Feebas but I heard the rain breaks your chain so when does it end and will it end before in-game night time?

Rain does not break your chain

But if you really wanna know, it rains at random. And how does the rain affect the DexNav? Doesn't interfere with Chain Fishing as well because when I chain under rain, nothing happens.
