How to enter new mauville in oras?

On my map there is a place called new mauville and it asked for authorized personnel.i really want to see what are behind those doors

You definitely don't need to be in the post game for this, I believe the other answer here is wrong. You just need to have first encountered Kyogre or Groudon in the regular story. After that, Wattson will appear in the center of Mauville City, south of the Pokecenter.

Speak with him and he'll start a side-quest to allow you to access New Mauville. Here's a quick summary of what to do after you encounter Kyogre/Groudon in your game's storyline:

1. Speak with Wattson at the center of Mauville City
2. Then go to Mauville Hills and go to the 2nd floor to visit Wattson at his apartment
3. Then go out of Mauville City southward onto Route 110, surf on the water below Cycling Road, and you will find the entrance to New Mauville

You can actually do this after resolving the issue at the cave of origin. Rest of the steps are on the answer before

New Mauville can be accessed during the Post Game.

After the Delta Episode, if you head to the center of Mauville City, Wattson should be there. Head to his Apartment after you talk to him. He gives you authorization to enter New Mauville. Nothing is in there for to the story whatsoever, due to it being accessed in the Post Game. There are certain Items located inside it, but I won't spoil them. If you want to know how to get there, head to route 110 and make sure you have a Pokemon with Surf.
