For those of you with deep pockets, we have a wonderful counter al wrapped up in a handy little bundle: Kyurem-Black. Kyurem-B comes with a wide array of attacks for uses outside of Rotoms, but it's most useful attack in this situation is Earthquake, complete with Teravolt to bypass Levitate and backed up by 170 base Attack! Kyurem-B takes diddly-squat from Hydro Pump and any Electric STAB Rotom-W has, and only needs to worry about three things: Hidden Power Ice, Will-o-Wisp and being Tricked Choice Specs. Do not fear if you're given a Choice Scarf; the extra speed is only more helpful for Rotom-killing. Scout for HP Ice first, then go in for the KO. Burns are a problem, but you should be outspeeding most non-Scarf variants, who rarely carry WoW, the vast majority of the time. Bring a Lum Berry if you wish to play it safe.
For those who can't quite afford a Kyurem-B of their own, we suggest any of these bulky Grass-types.

For the player who favours status infliction, we have Amoongus. The strategy is simple: Shrug off any Hydro Pumps or Thunderbolts (watch out for HP Fire and HP Ice), and Spore. This will a) render Rotom useless for most of the match, b) force it to switch (which, if predicted, can lead to you Sporing the switch-in) and c) leave it vulnerable to your Giga Drain if it fails to switch. Try your hardest to get Regenerator, but Effect Spore is a decent Ability if you have no access to Regenerator.

Ferrothorn is a useful choice because he can serve purposes outside of countering Rotom-W. He can serve as you SR lead and provide healing with Leech Seed. Ferro can easily switch into either of Rotom's STABs as well as HP Ice, laughing a big hearty laugh at the minuscule damage he's taking. Then go to town with you choice of Power Whip or Seed Bomb, depending on whether you like power or accuracy. A warning, however, when using this model: make sure it does not have HP Fire. This is why you have Protect. If it does have HP Fire, switch into something that can tank the next hit. It is advised to keep a secondary Rotom-W counter close by.

Basically, Tangrowth works by tanking a couple of hits from Rotom and KOing with two Giga Drains. While not the most sound strategy, many of our customers find this a suitable secondary counter for Rotom-W. Remember that most players will run away from Grass attacks, so it is best to save this for the late game. Knock Off can also deal huge damage and severely dent variants not specializing in Defence.
