Which place in Hoenn has the biggest patch of grass which makes it easy to chain with the DexNav?

In terms of the long grass, Route 119.
I would say the Cycling Road route. It's not all connected but its grassy enough.

Try any Mirage island. they all have decently large patches of connected grass

They're mostly pretty connected, I meant to say Mirage spots, not just islands. Experience says that all except Crescent Isle and Mirage Cave have connected patches of grass, so not sure about source. Have double checked.
