Chandelure doesn't have Shadow Tag as it's Hidden Ability, it has Infiltrator. It used to have Shadow Tag as it's Hidden Ability in Generation V, but they changed it to Infiltrator.

This list hasn't been updated in awhile so I'll comment this:

All of the starter HAs have been released and a few other legendaries. These are the only ones still unreleased in generation 6:
Entei, Raikou, and Suicune trio and Heatran. Those four should be the only ones still missing.
