When does match call start letting you re-battle trainers?

When can you start seeing rematchs from past trainers in emerald

You can rematch them whenever they call you and say that they want to battle with you. However, the opponents Pokemon start gaining levels when you beat the elite 4. It's just like when you have a rematch with gym leaders. Hope I helped!
