Why does Pokemon Showdown give Rotom-Fan an Air Balloon in Random Battles?

In Random Battles in Pokemon Showdown, whenever I've gotten Rotom-Fan it always has Air Balloon. What's the point if it already has levitate AND is a flying type?

They are coded to hold Air Balloons.

I have encountered this myself, and it is obviously a joke, Rotom-F already having Levitate and Flying typing. There is no practical reason for it to hold it.
