What is a good fourth move for this Magnezone?

My Magnezone(Currently magnemite) has HP(Water), Thunderbolt, and Reflect. DT suggested Magnet rise I would like more suggestions.

If this effects anything it has magnet pull and not sturdy

Flash Cannon-STAB
Magnet-Rise-to not get hit by Ground Types
Signal Beam-coverage
Barrier-to raise its Defence more
Metal Sound-to lower SP Defence
Thunder Wave-to Paralyze a Pokemon
Toxic-since it has high Defences(but really a recommendation because of its low HP)
Substitute-to be Protected while you set up
