Is it possible to get an Onix with Aqua Tail in X/Y?

If I breed 2 Steelix that only know Aqua Tail together will the hatched Onix have Aqua Tail?

No.

Aqua Tail is not an egg move for Onix in X and Y, and so it will not be passed down, the resultng Onix will simply have the moves it is supposed to have at level 1.
The only way to get an Aqua Tail Onix/Steelix is to transfer from past generations, you cannot do it in X and Y.
