Pokémon with Weather Ball could possibly benefit from hail, because it turns Weather Ball in to an Ice type move. Any Pokémon with Blizzard benefit from Hail, as Blizzard bypasses accuracy check in Hail, meaning it will hit every time.
In Diamond and Pearl, Blizzard has a 30% chance of breaking through Protect, Detect.
