Can a Pokemon change tier without the arrival of a new game, and what effects usage?

Can Pokemon go up or down a tier before a new generation? And what make Pokemon more used than others? Eg. Stats, moves, etc. Thanks!

Yes, Pokémon can move tiers in the middle of a generation, for example Aegislash and Mega Mawile were recently banned to Ubers after a long stay in OU.
