Can Assist use Fake Out and have all it's effects minus the priority and first turn use only?

It probably does.

If Fake Out happens to be your only/strongest move, yes.

Assist can copy everything from the move but thr priority/STAB it gains, so even the flinch chance is copied. Also, Fake Out is still a first turn use only move, any other turn Assist copies it, it won't work.
