What does this message mean in Showdown?

What does "it's incompatible with its ability or another move'' mean? Why can't be used?

The most likely reason is that your Lugia has it's Hidden Ability Multiscale, which wasn't available in Gen 3, the only generation it can learn Body Slam(via move tutor).
Because of this, it is impossible for Lugia to have both Multiscale and Body Slam.
