Turn 1: 1/16 damage
Turn 2: 2/16 damage (Total: 3/16)
Turn 3: 3/16 damage (Total: 6/16)
Turn 4: 4/16 damage (Total: 10/16)
Turn 5: 5/16 damage (Total: 15/16)
Turn 6: 6/16 damage (Total: 21/16)

#6 turns.

It will take less than 16 turns for a Pokemon to be knocked out by toxic poison
