Is it possible to get a Cherish Ball as an item?

What I'm asking is, can you get it by hacking? Do the games even have that data in them?

Yes, it is possible to get it via hacking. But it's not able to be obtained legally.

If you want a source, Bulbapedia states a catch rate for the Cherish Ball, which is x1, btw. So yeah.
