>Who knows, I don't think so though
They are pretty intricate to draw/color, which means it loses purpose as a 5-10 age group game.
"Pokémon Art Academy boasts 40 lessons in which players can encounter favorite Pokémon from throughout the series, such as Pikachu, Oshawott, Charizard, Torchic, Fletchling and Fennekin." - Quote from source.
Note that many of these Pokemon are more anime based and mascot based than power based. Also kids want something easy to draw/color (dunno which one it features) and Megas are pretty tough to draw. It's always easier for a person to draw something like an Oshawott, which they can make in like three steps or something, as compared to a Mega Aggron, which might actually take a week or something with full dedication for some people.
But they could also have difficulty levels, so who knows.
So far we do not know in short.
EDIT: I just searched out the dates of release in Europe and Japan:
June 19 and July 4.
The game apparently does not have Mega Evolutions, but future updates may make it possible. But as stated above, it's highly unlikely.
