How do you get a HA Seviper on Pokemon Y?

Well you can do one of the following methods:

1. Get lucky and find one with its HA in a Horde battle which occurs on Route 8 (Muraille Coast)

2. Poison Type Freind Safari with Seviper in it

Try looking in hordes. Since your in y, there will be 4 seviper and one zangoose. So you will have a better chance of getting HA seviper.Also try the poison friend safari. Hope I helped!
