And if so how becuase I do not want to have to level up m eevee that much if I can breed it on to it
Yes, you can Sketch Baton Pass and here is how. Have Smeargle and a pokemon with Baton Pass in a double battle ONLY. Make the pokemon who has Baton Pass use it(it will fail) and then use sketch. That's the only way I know how to get BP on Smeargle.
Some moves (eg. Substitute) must fail in order to be Sketched. Try it!
