Is there any way to increase the chance of encountering a high iv Pokemon?

I have been breeding for ralts with two modest Pokemon holding everstones so most of the time they will be modest but is there a way to make them have full ivs

Maybe have one of the parents pokemon hold some power item to pass down one good IVs?
