Will 31 IVs in Speed make a difference at LV.50?

Question

I was breeding Pawniards to get one with 31 IVs in HP, Attack, Defence, Sp.Defence and Speed and I still didn't get one. I saw one of the Pawniard's stats and it had 12 HP, 7 Att, 6 Def, 5 Sp.Att, 6 Sp.Def and 6 Spe. This one had Perfect IVs in everything except Speed. I got another one which had the exact same stats, but had Perfect IVs in everything except Defence. Will the 31 IVs in Speed make a difference? I can't see any difference so far.

Yes. Even though you may not see anything changing early on, 31 IVs in Speed does make a difference once you get to level 50.
