Do Pokemon gain evs by this method?

If I put a slowpoke with 0 evs in the daycare center will he gain evs?

No it won't gain EVs if you put it in the day-care. It simply gains levels; doesn't evolve and learns any level up moves it gets along the way and deletes the top move on the Pokemon's list.

Not the oldest move; just the one on top.  If you want to keep a move, keep cycling it to the bottom and it won't be forgotten.
