Is a Pokemon's stats decided once you receive the fossil?

Just wondering, because an egg's IVs, nature, etc, is fixed once you receive the egg, not just before you hatch it. So, does that apply for when you receive a fossil? Does that mean a fossil Pokemon's stats and stuff are fixed once you obtain the fossil, or when before you restore it?

The Pokemon's stats are not recieved once you get the fossil. They are recieved once you revive it, unlike for eggs.
