I delegated someone to lead an army in a different kingdom than the one the main character is in, and they've trained everyone in the kingdom a lot now. There are lots of high strength + link Pokemon but they are in their first stage of evolution still.

Can Pokemon only evolve if they are in your kingdom/army?

To evolve another warrior(s) Pokemon you need to interact with the the kingdom that they are in by either mining, ponigirl, shopping, battling, etc.
