Do you have the chance to recruit Jirachi again if you do not accept it the first time you make it through Wish Cave?

If you reject Jirachi, you can get a Wish. But do you have the chance to later recruit Jirachi?

I don't think so, because players could easily use this to their advantage. I've only played about 20 minutes of this game on a rom though, so i have no experience with it :F
