Will a Pokemon eat an EV reducing berry in any case?

In my specific case, I want to evolve a woobat, which evolves by friendship, and I have a good amount of the berries that reduce EV's and raise friendship to do it.

1. If woobat has maximum friendship, will it still eat the berry
2. If woobat has 0 of the corresponding EV's (Ex: Pomeg-HP), will it still eat the berry.

Woobat will stop eating the berry if it both has maximum friendship and if it has 0 EV's of the corresponding stat. It must meet both requirements to stop working.
