How do I get a bagon in soul silver without trading or migrating?

I realy want salamance and I just want to evolve it all the way.

You can get a bagon in the safari zone by going into the swamp area and placing 9 forest objects and 19 peak objects and waiting 110 days. Comes at level 45 though.

Or you can get a shelgon in the safari zone by going into the wetlands and placing 21 peak objects and only waiting 70 days. Comes at level 46.

You can catch Shelgon in the safari zone. Bagon can also be found, but takes longer to get. they come at level 46 and 45 respectively.
