Is Joey's Rattata really in the top percentage of Ratattas?

What I mean here is does it have 31 IVs, EVs in 252 Speed/Attack, etc.?

Some people who hacks the game catched Joey Rattata and tested it in the IV judge and it had 6IV0. It's tested atleast

I'm pretty sure I read on Bulbapedia's page on Joey some time ago that it really does have perfect IVs, though they seem to have removed it. Possibly whoever edited that in was wrong?

I found this on Bulbapedia's Talk page:

If what they say is true, then the rattata is not "in the top percentage". However, I will add that the nature of trainer's Pokemon are probably random, so that part probably shouldn't be counted.
