Can I ride Gogoat in Lumios city if so how?

Ive seen pictures but I dont know if there real.

There are blue signs through out Lumious City, if you go up to the signs and click the A button it gives you the option to ride Gogoat for 200 Pokémon Dollars. Note Gogoat gives you a tour of part of Lumious City and cannot be controlled by the player.

On the outer edge of the street, there are some blue signboards. Talking to them will let you ride the gogoat.
