Victreebel is a solid sun sweeper, with Chlrophyll and Growth as well as decent moves like Weather Ball, Sucker Punch, Swords Dance, Leaf Blade etc.
So if you train it right, yeah it's a pretty good grass type to have on a team - well ingame. Though you do have to remember that it's defences are useless.
A similar but much better Pokemon would be the mighty Venusaur - it has better defensive stats, and it's offensive stats aren't too bad either. Same ability in Chlrophyll, same typing etc.
