How can I teach Rotom Mow Leaf Storm in Y?

Only Rotom Mow can learn Leaf Storm.

When you change Rotom into Mow form, it will automatically be able to learn Leaf Storm.

You can change Rotom's form in Lumiose City at Professor Sycamore's Lab on the 2nd Floor.
