I need some help with breeding?

Lets just say I have a female sigilyph and a male noctowl that knows psycho shift. If I breed those then will the baby sigilyph have psycho shift(I think it might because sigilyph and noctowl are in the same egg group)?

Yes. You are transferring Egg Moves correctly.

As long as a male Pokemon knows a move that the offspring can learn as an Egg Move or TM/HM, and the two Pokemon are in the same egg group, then the offspring will learn the move.
